This came in a speech on the occasion of the new year during his meeting with the soldiers at the Mont de Marsan air base in southwestern France.

Macron said that the military programming budget law "reflects the efforts that the country is making for the benefit of its armies," noting that these efforts "will be commensurate with the risks, that is, they will be great."

He explained that the 2019-2025 defense budget was intended to start building reserve capabilities after a lack of investment over the previous decades.

transformation program
The French president described the new 2024-2030 budget as a "transformation" program to prepare the army for the possibility of high-intensity conflicts, something that became more pressing after Russia's invasion of Ukraine.

In his speech, he said that France has armies ready for the challenges of the century and will have more, adding that his country must be ready for a new era with the accumulation of threats, he said.

He also promised an increase of about 60% in the budget allocated to military intelligence, noting that the budgets of the Military Intelligence Directorate and the Defense and Security Intelligence Directorate will double with the aim of "launching a pre-emptive war."
